eVisa for South Africa passport holders

we applied for eVisas through your site. We are South African passport holders. We paid $98 for two visas, but have been told we were not supposed to pay at all, because South Africans can apply free of charge. Please advise why we were charged, and if a refund can be instituted?

I have a travel document for refugee from the UK and I'm planning to go to Turkey for some cosmetic surgeries. I've talked to a clinic in Turkey, and they will book a hotel for me. They are asking for 7,000 pounds for my treatment. However, I just found out I need a visa to enter Turkey. What to fill in the adress field? Is it my permanent address or addres where I will stay when in Turkey? Your article suggests 'Permanent Address' however the hint at eVisa webportal sugests the address at destination. I am confused.

Changing date of arrival on visa
